Abstract
This article is looking forward total quality management of higher education in India and critical review of policies. According to Johnes (HRD) is an approach to this systematic expansion of people work related abilities focused on the attainment of both organization and personal goals , Nadler (1972), Carrol et. al.(1960) and Johnes have used the term Human Resources Development (HRD) mainly to refer to training education and development. Qualitative important and optimal effective utilization of existing resources of an organization are key to Human Resource Development (HRD). Like the architectural plan of a building the Higher Education Institutions system in India has three main sub-system viz. administrative system, governance system and Academic system. All essential components need to be in a harmony and balance in order to provide strength and sustainability of the structure.
